Phase I includes the permitting of the Composting and Recycling Facility's storm water treatment, containment vessels and site infrastructure through the FDEP. Before a new solid waste management facility can be constructed in Florida, the facility's design, operation, and monitoring plans must meet or exceed the requirements of the Florida Statutes and FDEP Regulations. Permit applications are extensively reviewed by the FDEP and all criteria for the design, operation, and monitoring plans must be met before a permit is issued. The composting facility is designed for bioreactor operations (i.e., organic composting) within the protection of a modern double-lined containment vessel. The proposed Angelo’s containment system has a third 5-foot thick clay barrier layer beneath the double liner system that greatly exceeds environmental protection standards. This phase will be complete once the draft of the intent to construct and operate the facility has been issued by the FDEP.
