The proposed solid waste facility, as with any other large-scale engineering project, will proceed in a series of steps or phases. The Composting and Recycling Facility will include many advanced features, but these features must be permitted through the Florida Department of Environmental Protection (FDEP) and local agencies in a particular sequence. The project will proceed in three major phases:
- Phase I: Initial site design and permitting through the FDEP
- Phase II: Securing of local permits from Pasco County
- Phase III: Modifying the original permit to include the operation of the organic composting system and methane gas collection system
